I'm no mailman expert, but I noticed the charlug list membership
configuration page contains an "Avoid duplicate copies of message" option,
which is on by default. Turning that option off may get you the behavior you
need from the list so that your mail filtering works the way you intended.
Finding the link to the charlug list membership configuration page is left
as an exercise for the reader :-)
